Attorney, he is member of the Illustrious School of Attorneys of Barcelona.He started to practice law with Ramón Plandiura. In 1.979, he provided services in the Town Council of Badalona; and in 1984 in the Town Council of Barcelona, where he is lawyer of the council extended leave of absence. Between 1.991 and 2.001 he was Director of the Law Service of the Metropolitan Authority of water supply and waste treatment of Barcelona. In 2.001 he joined Landwell. And in 2.003 he joined as an associate partner the project of Joaquín Tornos where he has been working until September 2.011, when he creates the law firm TORNOS ABOGADOS of which he is Founder and Associate Partner.He specializes in Environmental Law, Local Law, Water Supply Law, Waste Law, Energy Law and in general of the Public and Regulated Services. Former Director of legal services for the Barcelona Metropolitan Authority for water supply and waste treatment, since 1987, he is Associate Professor of Administrative Law at the University of Barcelona.
