André Serrão

André Serrão holds Bachelor’s (1994) and Master’s (1999) degrees in Law from the Federal University of Brasília. He is the founder partner of Serrão Advogados and has recognized expertise in energy law, specifically assisting the pivotal players of the Brazilian power sector (generation, transmission, distribution and trading companies of electric energy) in key regulatory issues and disputes. He also has a very strong practice in supporting and advising agreements in regulatory matters, proposing new regulations and participating in Public Hearings. He was a member of the Federal General Attorney’s Office, the governmental law office directly bound to the Presidency of Brazil, from 1999 to 2002. As the Federal General Consultant, he advised the government on the legal aspects of the new regulation and new energy law introduced in order to overcome the temporary lack of energy resulting from the energy shortage of 2001-2002. He has been continuously deemed by major Brazilian companies as “an experienced energy specialist and a reference in the sector” and repeatedly listed among “Notable Practicioners” in issues such as “Energy & Natural Resources”, including the biannual report carried out by Chambers and Partners.
