About Luís
Luís Castilho has over 15 years of hands-on experience in the field and has worked in Top Tier 1 firms and Big4 consultancy firms for almost 10 years, with a more recent passage by the Government.In January 2025 Luís launched his own law firm, called CASTILHO. CASTILHO is more than just a law firm. It’s a Partner in Tax, Family, and Corporate Law that aims to deliver straightforward advice, with zero jargon and a refreshingly approachable style.Luís started out as a Tax Lawyer in 2009, working as an Associate Lawyer in PLMJ for around 6 years and then as a Senior Consultant and later Manager at Deloitte Portugal (Tax - Financial Services Industry) for about 4 years.Between 2019 and 2021, Luís was an Assistant to the Secretary of State for Tax Affairs in the XXI and XXII Constitutional Governments of Portugal. During this period was responsible for coordinating working groups that were behind some major tax reforms, namely the latest revision of the non-habitual residents regime, the new cash-pooling stamp duty exemption, the new aviation tax, the new take-away single use packaging tax, the new requirements for the attribution of licenses in Madeira’s Free Trade Zone, the new post-WLTP automobile taxation reform, among others. In September 2021 he partnered with Catarina Belim to found the law firm Belim Castilho, a full fledge tax expert law firm, dedicated to Portuguese tax and customs with a view on international trade. Between end of 2023 and beginning of 2024, Luís headed a working group within the Ministry of Culture that was responsible for drafting a new tax incentive regime for cultural patronage.
