Born in Barcelona, in 1.952. Founding Partner of TORNOS ABOGADOS, S.L.P.He graduates in Law at the University of Barcelona in 1.974 with Extraordinary Price of Graduation. The next year he graduates in Economics. In the year 1977 he obtains the PhD in Law at the University of Bologna with Magna cum Laude and Price Vittorio Emmanuele.He is Professor of Public Law at the University of Barcelona since May 21st. 1.986. He was former dean of the University of Barcelona’s Law School from 1.987 to 1.991 and has been President of the “Consell Consultiu de la Generalitat de Catalunya” from May 2.004 to March 2.006.Attorney, he is member of the Illustrious School of Attorneys of Barcelona. In March 1.999 he starts to work as an attorney and collaborator of the firm Landwell, where he stays until December 2.002. In 2.003 he starts up as an associate the firm de Gispert – Tornos – Creixell, in the future AbsisLegal where he has been working until September 2.011 when he creates the firm TornosAbogados.He is author of various publications in matter of Public Law, with special attention to the subjects of Territorial Organization, Justice and Public Economical Law. He is member of different Boards of Directors of magazines of Public Law and member of the Management Committee of the Spanish Association of professors of Public Law. Member of the Academia de jurisprudencia y legislación de Cataluña.
