About Ilsa
Ilsa Luther is an associate in the Maritime Practice Group. She is a member of the maritime transactional team and of the firm’s Energy and Natural Resources Industry Team. As part of her maritime practice, Ilsa regularly advises clients on maritime commercial, financial, and regulatory matters. On the commercial side, she has experience in marine transportation agreements, vessel construction agreements, and vessel purchase agreements. With respect to marine finance, Ilsa’s experience includes traditional debt financings with ship mortgages and lease financings. On the maritime regulatory side, Ilsa’s experience includes Jones Act compliance as well as compliance with a broad set of US Coast Guard (USCG) regulations. As part of the Energy, Environmental & Natural Resources Industry Team, Ilsa focuses on advising oil and gas and renewable and alternative energy companies on energy and natural resources-related matters. Her practice involves guiding clients through a wide range of federal and state statutory frameworks, including the Federal Oil and Gas Royalty Management Act, the Royalty Simplification and Fairness Act, the Outer Continental Shelf Lands Act, the Mineral Leasing Act, the False Claims Act, the Administrative Procedure Act, and related regulations. Ilsa earned her juris doctor degree from Tulane University Law School. During law school, she served as a legal intern for the USCG, District 8 Legal Office, in New Orleans where she performed in-depth work on matters relating to Subchapter M towing vessel safety regulations as well as Safety of Life at Sea, Oil Pollution Act, and other general USCG and military discipline and policy issues. She published an online comment in the Tulane Law Review exploring the International Seabed Authority’s deep-sea mining regulations, which led to a presentation on the subject at the International Marine Minerals Society’s annual Underwater Minerals Conference. Ilsa also completed an internship at the Office of Statewide Prosecution of the Florida Office of the Attorney General.
