She joined Hawkins in 2011 and currently serves on the firm’s Management Committee. Carol has extensive experience in the areas of general obligations bonds, short-term financings, certificates of participation, full faith and credit obligations, urban renewal tax increment financings, and revenue bonds, including water and wastewater projects, lottery revenue bonds, and transportation projects.Carol has extensive experience serving as bond counsel on conduit revenue bonds for manufacturing facilities, solid waste disposal facilities, and 501(c)(3) non-profit facilities. Carol has also served as bond counsel and underwriters’ counsel on many pension bond issues and has assisted many Oregon state agencies and local governments with pension disclosure.
