Spencer has worked with the Governor’s Commission for a Sustainable South Florida, the South Florida Water Management District, and Duke University’s Wetlands Center in the Florida Everglades. He has assisted clients in land use permitting of major projects including:

Notably, in 2008 he was appointed by County Commissioner Carlos Gimenez to the committee charged with reviewing and recommending changes to Miami-Dade County’s Manatee Protection Plan. He also served as a Miami-Dade County Commissioner for the Florida Inland Navigational District from 2007 until 2016, when Governor Rick Scott reappointed him for an additional four-year term.
More recently, Spencer was named Vice President of the Florida Ocean Alliance. His expertise spans academic backgrounds as well; he holds a Bachelor’s degree from Duke University and Masters degrees in Environmental Science from the Rosenstiel School of Marine and Atmospheric Sciences at the University of Miami and an MBA from the University of Florida.
Spencer serves on numerous boards, including the Palm Beach, Fort Lauderdale, and Miami International Boat Shows. He continues to uphold his commitment to community involvement by serving as a member of influential organizations such as the Florida Ocean Alliance.
