Phillip A. He counsels clients on the administrative and legislative regulation of land from due diligence analysis to permitting, and is knowledgeable with mixed-use projects, infill redevelopment, and public/private partnerships. He regularly represents clients before a wide range of municipal, county, and state agencies. He also has significant litigation experience in Maryland courts arising from post-approval disputes.
