Gregory W. Stype has provided counsel to numerous state government entities, including the Ohio Public Facilities Commission, the Ohio Office of Budget and Management, and the Ohio Turnpike and Infrastructure Commission. He has also represented counties, municipalities, local entities, new community authorities, and special districts in a variety of legal matters.
Practice Highlights
- Served as lead bond counsel on financings totaling billions of dollars for Ohio infrastructure projects involving toll and other project revenue subject to appropriation and lease-purchase, as well as general obligation and tax-supported financings for transportation and other state and local infrastructure.
- Counsels clients in matters related to public-private partnerships for residential and commercial development and redevelopment projects, covering the full range of economic development tax increment financing programs and related incentives.
- Advises on complex issues involving infrastructure financing and economic development, including constitutional and statutory concerns such as debt, appropriation, lending of aid, credit restrictions, exceptions to each, and state constitutional and statutory limitations on aid.
Gregory W. Stype has advised clients in numerous legal matters resulting in the creation or counseling of new community authorities that have supported development projects totaling more than 10,000 acres. He also serves as general counsel for Ohio’s first ‘new community authority’ and has drafted constitutional amendments and public finance and economic development legislation.
