Alicante University. Professional experience Francisco has extensive experience in financial regulation, particularly in the banking, capital markets and insurance areas. He is also a recognized specialist in competition law, field in which he has published several publications. At KPMG, Francisco manages the relevant team focused on financial and regulatory advice in areas related to financial institutions in general. He has experience in financial advising with regard to integration procedures of credit entities (mergers and Institutional Protection Systems), Due Diligence procedures of financial entities, banking and insurance contractual advising and capital markets matters. Francisco is State Lawyer (currently leave of absence), holding in the past, amongst other positions, the Secretary of State of Economy, the Spanish Tax Administration and the Legal Services of the State. He has also held posts as Technical General Secretary of the Infrastructure Ministry (1999-2000), Technical General Secretary of the Finance Ministry (2000-2002), Deputy Ministry (Subsecretario) of Finance Ministry (2002-2004), General Vice Secretary and Chief of the Legal Department in the Spanish Banking Association (AEB) (2004–2010). He has also assumed the posts of Chairman of the AEB Legal Committee, member the European Banking Federation Legal Committee (2005-2010), Chairman of the AEB Tax Committee and member of the European Banking Federation Fiscal Committee (2005-2010). He has been Director, amongst other, of the National Industries Participations Corporation (SEPI), of AENA and the GIF (currently extinguished).
